When I use the support tool in JIRA to create a support zip, where does the application.xml come from?

Where does the data, specifically the <plugin> data, come from?  Does application.xml already exist or does it get generated and the info taken from the jars, memory or the database?

Application.xml is created when the Support Zip is created. It gathers data from various system sources to build the file. The plugin data is already stored in the system internally, the Support Zip plugin just gathers that up and puts it in the application.xml file when it creates it.
