What would be a best free connector to use for automatically creating a JIRA ticket from Outlook?

Hi Team, 

I have a requirement to create a flow in Power automate to create dynamic JIRA tickets as and when we receive outlook emails with certain subject or from specific recipient.
Which connector I need to use (need free connector) for this process.

Also, any supporting documents would be appreciated.
