What windows server version is recommended for JIRA 8.15?

you can have a look at the Supported Platforms page from Atlassian : https://confluence.atlassian.com/adminjiraserver/supported-platforms-938846830.html
Basically, any Windows Server version is fine as long as you have the proper Java version running on it. I would suggest a Windows Server taht is still supported by Microsoft, such as Windows Server 2019
