Hi Parveen, as the server program is migrating to cloud offering (https://www.atlassian.com/migration/assess/journey-to-cloud), and the only on-premise option is data center, might we recommend you review the options of cloud.   If you are in a not for profit, there may be some additional options in cloud (https://www.atlassian.com/software/views/community-license-request).

Let me refer you two two pages which explains the cloud offerings and their differences.

Cloud Offerings -
https://support.atlassian.com/jira-cloud-administration/docs/explore-jira-cloud-plans/

Support Offerings -
https://confluence.atlassian.com/support/atlassian-support-offerings-193299636.html

You'll note that free licenses are typically not supported directly and are supported via this site - community.atlassian.com.

Hope this helps a bit.

Best,

Greg.
