What security practices in Jira will help prevent access to blocked sites?

What security  practices can be implemented in Jira to effectively prevent access to blocked sites? I'm interested not only in basic security settings, but also in possible integrations with external services or registries of blocked sites, which can provide an additional level of protection.

Thanks for you answer. Now we can organize Jira with services like uablocklist and I can automatically update the list of blocked sites and block access to them in Jira.
