What project template should i use for Change Request in Jira Software on cloud

I am trying to build a change request workflow that we want to implement in our org.  I want to create a new project where all these change request tickets will be logged and will go through a workflow.

However, when i try to create a new project, only templates under Software Development seem to be available by default.  If i want to use anything under Service Management, it looks likes it needs additional licenses.

What project template can i use for the change issue type without buying any new licenses ?

our instance is Jira Software on cloud.
