What permissions should be assigned to a Jira user account?

Hello All,

We are in the process of automating 'Inactive users' in our Jira Cloud instance. Research is WIP whether to use Jira Connector or Rest API. Reaching out to you all with couple queries

1. What permissions should be assigned to a Jira Connector user account (for Informatica) which can

    - Query users in Jira

    - Make an user Inactive

2. What permissions should be assigned to a Jira user account for accessing and executing Rest APIs.
