Teams are a central concept in Tempo Timesheets for Cloud. Users who are grouped into teams can view each other's roles, schedules, and worklogs.
Team Leads (of a team) can manage time for their teams by coordinating resources, managing schedules and approving timesheets.

I would recommend you to go through the Tempo documentation.
Also, be aware Tempo is not Jira native functionality, it is a paid application.
