What is the best way to give customers access to their Jira Project, boards and Confluence?

We're working on providing access to customers on a project by project basis. Currently we are providing full licenses to customers which is getting quite costly. Is there any recommendations on how to interact with our customers on their projects with Jira without needing a full license to do so? 

I know there is the customer portal which seems to be more for service which we are not using at this time.

User who can login to Jira will consume a license. What kind of information you want to share with customers? Will they will contributing as well or do they just need to view the reports?

They would be contributing. Testing feedback, approvals etc.
