What happened to the command palette?

Under the old issue view, I can do things like edit fields and make state transitions (Workflow) from the command palette dialog (pressing the period key). However, in the new issue view, only "Administration" options show up.

On the new issue view, when we press "gg" or ".", it will show only show system settings. This issue was reported as a bug, which can be found here:
