What do we need to provide Professional Services on Jira Work Management

My organization sees a market for Jira Work Management and we are interested in offering professional services to our clients on the product.  I looked at the Atlassian Partner Program website and its accompanying brochure.  I also applied in the partner program but was not approved for reasons unclear.

Does our goal require any certification?  Please provide any details that would help us get started on this.
