How do "JE" Admins differ from other roles and how are they used?

We don't know - your roles have been added to your system by your admins for some reason.  You'll need to ask them what they are for and what permissions they have been given - permission schemes for projects and workflows can use roles to give access to functions, and we can't tell you what your admins have done or what they intended.
