What are the best requirements and test case management tools for JIRA Next Gen?

I'm looking for something like qTest functionality, but qTest does not seem to work with JIRA Next Gen.

I think to answer this you may want to first consider why you are using Next Gen (or why you are adamant about sticking to it). Next Gen is simply a cleaner/simpler UI, which essentially translates to the same thing as Classic but with less options. 

My organization has used X-Ray and it's quite good. It's hierarchy and reporting capability are excellent. 

R4J is also excellent and has the added bonus of using all standard jira issue types and link types. It's very light on the reporting side currently but they are planning to develop that functionality further.

Thank you for your input. In regards to my use of Next Gen, I was not given a choice, but I do have a voice in the decision about the Test Management/Requirements Management tool that is chosen. 

I have started evaluating Qmetry. Its a robust tool that may have the features that I think we need.

Late answer, but this page still comes up in search so it is worth adding one more angle.
Xray, Zephyr, TM4J, R4J, AIO Tests and QMetry all do the job if what you need is test management inside Jira. Also worth noting that Next Gen is now called team managed projects, and app support for it is far better than it was when this was asked.

The one case none of them really cover is regulated products. If you are under FDA 21 CFR 820 or EU MDR, test runs are not the deliverable. You need design control, so requirements traced to specifications, to risks, to the verification and validation evidence that closed them, with signatures and full audit history. Teams usually end up exporting from Jira into Excel to build that traceability matrix by hand, then rebuilding it for every audit.

For that you want a purpose built ALM rather than a Jira test app. Jama Connect, Polarion, Greenlight Guru and Matrix Req are the names that come up, and several of them have Jira connectors so engineering can keep working in Jira while the compliance record builds separately.

If you are not regulated, ignore all of that and go with Xray or TM4J.
