What are some of the best tools to migrate JIRA data and query that data

Would like to export JIRA tasks and be able to query those tasks in another tool. Is there a easy way to export data and query that data with a tool?

The only exports of multiple issues JIRA supports out of the box is to csv files. And that is limited to 1,000 issues at a time.

There is no possibility to export to a .xml file and query the file from a brower?

The only xml I'm aware of is the JIRA backup that creates an xml. However the includes ALL the screens, issues, scheme, etc. including the issues of every project. I don't believe that would be useful. There may be a plugin that does that.
