What am I missing to be able to allow users to update their Jira homepage?

Under Personal settings/General there is an option to change your JIRA Homepage.  

For You, Spaces, Dashboards.  

No matter what we choose, it always comes up as spaces when launched.  

Is there another setting that needs to be updated to allow users to update their homepage?

Using Chrome Incognito I have not been able to replicate your scenario. When I launch Jira I get the page specified in my Personal Settings.

What browser is being used by your users? Have they tried other browsers, private browser windows, or clearing their browser cache?

It happens in all browsers even after clearing the cache.  It seems like it's a system setting of some kind.

When signing in from the company SSO page to JIRA specifically it takes you there.  If you go to the Atlassian sign on then it takes you to your for you page.  That is the difference.
