Webhooks: Does JIRA retry calling a WebHook endpoint if it failed to reach to the endpoint?

In case, if endpoint doesn't work for a while, Does JIRA retry calling a Webhook endpoint?

If JIRA retry Webhook endpoint calling,

• YES -  How much time it takes to call Webhook endpoint if previous attempt was failed?
• NO - Is there any way to handle above scenario, to make sure that all the information gets captured with zero data loss.
