Are you trying to add a new Atlassian app to your site or a new Marketplace app?

Also, how are you trying to add the app? For Atlassian apps, you can navigate to admin.atlassian.com > Apps > Atlassian apps and click on "Add app"

Regarding Marketplace apps, the easiest way would be to navigate to the Marketplace app listing and start the app trial from there.
