We plan to move to Federating JIRA . Do we have to match the number of users in 2 JIRA instances?

We plan to move to Federating JIRA . Do we have to match the number of users in 2 JIRA instances? I.e. if we have 2,000 licenses, do we have to double licenses for 2 federating JIRA servers?

Answer accepted

Yes. If you have 2000 users in both Jira systems, you need a licence for each system, at 2000.
