We have bulk User Licernses, we need to make sure active / valid users have the access, to do so we need to use email confirmation feature automatically (on Weekly basis) @ the time of login, Is is possible, If yes what are the settings?

There's no functions to do this in Atlassian applications that I know of. You'll need to script/write something (Assuming you're using your own systems, not OnDemand)
