We recently upgraded and have started paying for Jira Premium to start Plans (Advanced Roadmaps) however it will not allow us to create a project even though we are Jira Administrators. Could someone from Atlassian Support help?

Before you upgraded to Premium what plan were you on?
Can you tell us exactly what steps you were taking when you got this message? The message seems to indicate you are trying to view a project, but it is unclear what occurred before you got the message.
Prior to your upgrade could you execute the same steps and not receive this error message?
Being a Jira Administrator does not automatically give you the ability to view the contents of projects. It gives you access to Administer the Jira Application. You still have to have permissions within the specific projects to be able to see their content. This may be related to the permissions on the selected project. As a Jira Administrator you would have sufficient permissions through administration of the application that you can give yourself permission to view project content.
If you are, in fact, trying to view the contents of a project, then the method to give yourself permission to that project's content will depend on the type of project. You can get the project's Type information from the View All Projects page under the Projects menu.
