We are looking to upgrade our on-site Jira v.7.2.3 to the latest Jira software hosted on AWS.
Our current DB type is MSSQSL, which will be migrated to PostgreSQL.

Are there any best practice steps to minimizing compatibility issues and end-user downtime.

For major lifts like the one you are doing I would just suggest doing it a couple of times.  What I mean by that is setting up the environment and going through the process of migrating Jira.  You can have both instances running at the same time so you can validate your newly migrated system and ensure that everything is working as expected.  You will also be able to document your steps and figure out your timings.  You can technically do this as many times as it takes to get the process down.  We did a similar move a few years back and we ran it twice.  Once to test everything and validate all the changes, we went from Linux to Windows and PostgresSQL to MSSQL, and the second time was the actual move.  This allowed us to schedule an accurate outage period and ensure that we had the proper steps in place to complete the migration.
