This field isn’t working right now. You can still create your issue and update the status later.
This is now fixed. Seemed like this was an intermittent issue of some kind.

Please close all browser, log out from jira, login back and check.
As the message states, You can still create your issue and update the status later. This shouldn't block you from creating/working on tickets.
