Watchers is not working

Our watchers are not working for some of the users they can't add watchers.

in order to have capability to add watchers, a user should have "Manage Watchers" permission in the permission scheme. https://confluence.atlassian.com/adminjiracloud/permissions-for-company-managed-projects-1001823931.html
