Want to force users to add comments when moving issues to different status

Hi, 

As I mentioned in the topic - I want to force users to add comments when moving issues to different status. In other words, user can't move issue from in progess to QA without commenting that the dev work is done etc. I tried to use validator on issue but even when I add comment and try to move an issue, I get error with information that a comment is needed.

How can this be done?

Basically, you add a comment screen for that transition.
