View only - agile board

How can I set up a user who can only view the Jira Agile (the planning board, the work in progress, and reports)?

You can't. To let them see the Adilge board, they need "Browse" permission in the project the board covers, which means they get the right to read the project in Jira, and all the surrounding reports, dashboards and so-on
