Using a Filter in Project isn't bringing in all the issues

I set up a filter in Jira which returns 129 issues.  I now want to use the filter to create a plan in Portfolio for those 129 issues.  But when I select the Filter to build my plan it pulls in only 85 issues (i selected All Releases).  What else is it looking out that might account for the discrepancy?

I'm new here too and I'm not familiar with Portfolio yet, but I ran into a similar problem with issues not showing up in my filters on my dashboard in Jira. My problem was that the filter settings were set to NOT show resolved issues.

So I may be way off here, but maybe check your filter settings or your settings in Portfolio and make sure resolved issues are also shown.
