Signed up for JIRA Cloud and can't find project backlogs and can't assign story points. Where did all the scrum features go? How do I do configure this board?

Did you sign up for Jira Core or Jira Software ?

The boards are part of Software, so you need that.  If you got Core only, then go to manage applications to get Software added in.
