Users with permission cannot close jira

Dear friends,

We logged in JIRA system with administrator account, created a project and gave a user permission to close issues.

But when logged in JIRA system with that user account, then created a issue, we didn't find close jira button in that issue.

Please refer below images i uploaded.

Our system version is Jira Software 8.5.4.

Please kindly give us some advices.

What is under More drop down? Also ensure they have Transition Issues permissions.

Our workflow any status can change to all status.

In case the Transition Issues permission is present for the users of group "NCS Appl" also I'd check if the corresponding transition of your workflow has some conditions set that prevent the transition (at least for the specific group).

In any case the Permission Helper (available to you as Jira administrator) helps a lot in troubleshooting permissions.
