User search custom field is not working

Hi community people, 

I added a custom field of type "people" to my tasks. But this field is only working for admin users and not for normal users.

And this is the look of a normal user (you see, no user is found, although the users are part of the same project):

Is this a permission problem?

Hi Andreas, users need the browse users global permission for selecting users in a field.
