User mentions are not working as expected in Jira

Hello,

Today we have had several users reporting that user mentions are not working as expected.

This is what is currently happening:

1. @mention does not populate a username

2. It says "Add team member in Jira"

For me, I experience every now and then that users do not show up in mentions, but they reappear after a while (happened this morning too). But the issue reported above seems more widespread and is affecting several users.

What could be the reason for that?
