User is receiving update notifications. The notification scheme is configured to send notifications for All Watchers and Current Assignee - the user receiving the notification is none of these. Checking the notification helper it says the affected user does not receive notifications for 'Issue Updated' event. There are no post conditions which would explain why the notification is being received.
Please suggest some other avenues for investigation.

It would be nice if you could inform us of what kind of notification this user receives and what's written on these notifications. Jira automation can send emails or alerts. Post function can send emails as well. Subscriptions of filters also send out email.
To identify the source, it is imperative to know what's on the email.
