One of my employees is trying to add a group to a filter as a subscriber. As an admin, I am able to perform this action, but the employee cannot. I confirmed this employee has the permission to Manage Group Filter Subscriptions. In fact, all employees have most global permissions, aside for Administer Jira.
Is there some other reason a user would not be able to add a group as a subscriber to a filter? Is there anything else I can troubleshoot?

Is the user who's trying to subscribe the group to the filter a member of the group they're trying to subscribe? Administrators can bypass this restriction, but the user must be a member of the group.

I will let the employee know that the best workaround will probably be to have someone in the group subscribe to the filter on behalf of the group.
