you need to ask internally within your company. Probably MFA has been enabled on Atlassian Guard so that user need to use it.

He is a customer form our organization level we cannot disable it.

if Multi factor auth has been enabled in Atlassian Guard within your company, users need to use that approach. Please ask internally to an Org admin in order to check the new auth policy.
