User has created new instance without approval

User has created new jira instance without knowing. Now we are thinking to keep a approval check when any user adding product. Kindly help us here

Welcome to the Atlassian community.

Is the Atlassian Cloud account for that person managed by your company/Organization?

At this time any individual with any valid email address can start a new subscription to an Atlassian Cloud product. It is not possible to restrict that capability even for Managed Accounts, except for Enterprise plan subscriptions. For more information on this capability within Enterprise plans refer to:

You will need to work with the user that started the new product subscription to guide them through the process of canceling the product subscription, or having them grant you Organization and Billing Admin access to their product so that you can cancel it for them.

Thanks for update. I have one more question regarding subscription.

We have premium subscription.

what is the difference between this and the enterprise subscription
