We currently have ~17 JIRA users. I'd to switch to the annual license (currently on monthly). What happens if, while on the annual license, we reduce the amount of users (say, to 16) - do we get a refund, or is the only way to adjust pricing like that is to keep on the monthly payment?

Hmm.. It depends. Annual subscriptions currently offer a discount that equates to 2 months free on an annual basis, so it might be better to have higher tier than paying for less users monthly. You can use this calculator to check what might be the cost -

I think you can still manage your bill by activating/deactivating users to get to a different tier, but I am not sure if you will get any refund for that until next subscription (refunds might be only within 30 days of payment).
Please remember also that you can combine JIRA Core/Software/SD licenses also so this might be also a good thing to consider to give someone different access for example you buy 1-10 Core and 1-10 Software when you have 15 users and 5 of them only use Software features. You pay only $200 instead of $1050 for 11-15 Software.
