User cannot send to top of Swimlane in Kanban

Hi - I have a user who is having a problem when trying to send issues to the top or the bottom of the Kanban. They can perform the action but it does not move it to the top or bottom on one specific project. I have tried it with them on other projects and it works and I am able to do it on the project they cannot do it on. I don't think it is to do with permissions as users with the same permissions can do it. I do know though that they have configured their own filters which others haven't. Could it be this?

Make sure the user has Schedule permissions - project > project settings > permissions > schedule
