One of the clients wants to see(only view not edit) the ongoing project progress on our Jira board. How can I give access only to his project? Can we do it for free of charge? Can we do it on company-managed projects? And only able to see his project, not other ones.

Quite a few questions there. I'll try to be complete, yet concise ...
To properly configure permissions in company managed projects, permission schemes are used. These have a list of available permissions and it is recommended to assign those to project roles. In each project, you can then assign your users to these project roles from the people tab in project settings, thus granting the permissions that belong to the assigned roles.
If any of your current permission schemes assign the browse project permission to any logged in user, the projects using that permission scheme will be accessible for anyone with a Jira Software license. So that might be something to look into and adjust if necessary.
