What you're aiming to do can be accomplished through updating the permission scheme associated with a project. However, I would first like to clarify what you mean by "users can see" a project. Do you mean you want the project to be hidden from others, or simply that only selected users can make changes, but all users are able to see the tasks that might be in progress?
Best practice with Jira is to allow users to see (nearly) all projects, so they have the context of what other work is ongoing, as it may affect the work they are doing. This will also allow users to link their work to other work from other projects, helping establish context around potential delays, or dependancies between work items. The exceptions might include HR or Finance projects, with sensitive data that only certain people should even know about.
If you do want to restrict your users from even seeing projects they are not associated with, you will want to configure a permission scheme for each project. The permission that allows users to see if a project exists is called the "Browse Projects" permission, so you'll want to limit that to a specific set of users, or users within a project that share a "Project Role". My recommendation would be to set the Browse Projects permission to the Member Project Role, and the Administrator group in Jira. Including the Administrator group ensures that your admins can get back to the project to make changes if needed, even if they don't need to execute any work.
Once you have this configured, I would recommend reviewing the other permissions, and determining if you want to limit these further. Then, you'll want to apply this permission scheme to the projects you want to limit.
Finally, if you used my recommendation above, you'll want to make sure that within the Project Settings, under People, the specific individuals are listed, and are given the Member project role.
