Where is User Management in the updated Jira?

Settings -> user management. (Less obvious than I'd like, it mixes up project and site admin, but it is under settings)

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

I cannot find that as well
