Hi,

Currently I'm considering an option to migrate my activities from self-hosted JIRA into Atlassian Cloud. In addition, I also use self-hosted Confluence which uses JIRA as a user server. It's really important for me to keep external user management for Confluence but I can't find such option in Cloud JIRA. Is it possible to set up Cloud JIRA as a user server for self-hosted Confluence?

No.  Cloud uses it's own internal directory or google accounts.  The directory cannot be used by external systems, it's only there for Cloud systems.
