Upgrade from 7.0 to 7.9

We currently have JIRA 7.0 & some add-ons, self-hosted in Server A. We are planning to migrate to Server B with possibly 7.9 version. Can someone please answer the below questions?

1. Should we do the upgrade in Server A (7.0 to 7.9) before we take a copy of the database backup to enable it work on Server B?

2. Can we install 7.9 in Server B and restore the 7.0 DB back-up from Server A?

1.  Does not matter, the migration can be done before or after upgrade.

2.  No.  Well, it might work, as a 7.9 install will in theory spot the 7.0 data and try to upgrade it.  Try.  And, often fail.  It's absolutely not the recommended route.  I would strongly recommend following the upgrade docs - upgrade the system in place.
