Our server based JIRA was at 8.2.1. Presumably this was a minor upgrade.
The upgrade does not seem to have installed correctly. The functional state of the JIRA Server no longer has the JIRA Software Features, yet is not JIRA Core,. The Versions & Licenses panel indicates the message:
Jira Software is licensed but not currently installed.
On attempting to install the package, the installation (a button in the error) fails indicating "Look at the log for details". The last errors are:

APPLICATION RESTART
WARN JIRA Service Desk Fails to Start with a Timeout error after its Installation 34 minutes ago 78 matches, last match on line 41481

We only have a JIRA Software license, we do not have either JIRA Service Desk or JIRA Core..
Is there a fix to this issue, or shall we be better off regressing to a 8.2.1 image?

Winding back the VM that hosts our JIRA server to JIRA 8.2.2, we note that the issue has not disappeared, therefore the issue may have existed for some time.
The integrity checker indicates everything is OK.
We have since rolled forward to JIRA 8.2.3 and still have the same display and behaviour of the Applications -> Versions & Licences indicating:
"Jira Software is licensed but not currently installed."
Activating the "Install" option on this status banner never executes to completion.
It would seem any incremental step to upgrade we take does not seem to clear the issue.
Our Infrastructure server does not seem to have any issues in disk, memory or resource constraints.
Any further suggestions?

Additional note: The Application Component "Jira Software Application" does not seem to be installed. It seems the installer is attempting to install the module and failing to do so.
This may explain the complete absence of DVCS connectivity in our server instance.
