Sorry to hear about this problem with migrating your data to Jira Cloud. I have created a support case on your behalf for this issue over in https://getsupport.atlassian.com/servicedesk/customer/portal/49/MOVE-8965
In that ticket, could you please confirm which Cloud site you are trying to import into? I am also interested to learn how many users are you trying to import during this process? I can see that you have two Jira Cloud sites, but both of these are listed on the free plan, which has a limit of 10 users.
