Uninstall Button for Confluence (on prem data center) apps missing

For "paid via Atlassian apps" in Confluence (on prem data center), there is no uninstall button (only enable/disable) - how do I uninstall an app in this case or get the uninstall button back?

Which apps are you trying to uninstall, specifically? And on which version of Confluence DC? I see both Disable and Uninstall buttons for the apps in the Confluence DC 7.18.3 system that I can access.
