We have been struggling with our Jira access.
Our instances are located in our server. We tried to restart Jira as soon as we noticed there was no access, but Jira would not start.
One of the two instances we use shows a fatal level problem with the following description: "Unexpected exception during JIRA startup. This JIRA instance will not be able to recover. Please check the logs for details".
When we tried to stop jira and start it again we noticed the following error:
03-Sep-2018 18:01:12.171 WARNING [http-nio-8080-exec-14] com.sun.jersey.spi.container.servlet.WebComponent.filterFormParameters A servlet request contains form parameters in the request body but the request body has been consumed by the servlet or a servlet filter accessing the request parameters. Only resource methods using @FormParam will work as expected. Resource methods consuming the request body by other means will not work as expected.
The other instance only presented the need of an update in order to use the tempo add-on.
Since Jira is part of the basis of our organizational procedures, we would like to solve this issue a soon as possible.

The warning message you're seeing has a different time stamp so I don't believe this is the error that is causing the access problem.
Could you have another look at atlassian-jira.log and see if you're able to determine the error that goes along with that message?
