Assuming that you deleted an issue, that's quite permanent. So when it's gone, it's gone, unfortunately. I'm afraid you'll have to create a new issue manually.
If you had a backup of your instance prior to the moment the issue was removed, you could restore that backup to another Cloud instance and then try to recover it from there. But you'd need to have that backup available, plus go through a lot of hassle to retrieve it.
