When i provide the; User permission "Administer projects" it enables user to modify "Projects settings/users and roles". I do not want that but Administer project is also needed to add releases, etc. So when i do not provide it users are missing core functionality.
Is there a way to change this behavior?

The Browse Projects permission provides the ability to see issues in this project. You need the Adminsiter projects permission to modify Project Settings.
The Administer projects permision also is needed to add releases and components. Are you sure your question was about the Browse projects permission?
If you want a user to be able to add a release or a component, you need to grant this user the Administer projects permission.

That's a pitty, thank you for your answer. But if i understand correctly only the project permissions can be changed e.g. it is not possible that someone provides himself full admin rights on Jira itself.

If a user has the Administer projects permission, this user can not promote himself/herself to Jira administrator.
