How can I restrict access to comments using JIRA cloud? No lock icon appears. We would like to restrict access to some comments so that clients do not see them.
Comment visibility is set to Project Roles only in System general configuration.

I guess you're on Jira Cloud? Then this is not possible at the moment: Comment restriction is missing from the new issue detail view.
The only workaround is to disable the new issue view in your personal settings (https://<yoursitename>.atlassian.net/secure/ViewPersonalSettings.jspa):

Check if you are added to any Project Roles for the particular project?
You can only restrict the comment to project roles for which you belong.
Additionally try to set the comment visibility to Project Roles and Groups , just to check if it appears now. (because you must be part of some group in the system)
