Steps: As a project and board admin, I want to add some field to Jira ticket layout. So, I open Project configuration page > Issue Layout and click on "<project>: Scrum default issue screen" hypertext under "Issue types in this project" section
Expected result: Screen configuration page is opened and I'm able to add required field
Actual result / problem: Error page "Too many redirects" opens and then "You're almost there" page is opened with link to support
Browser: latest stable Chrome
Does this happen just for yourself or other users within your organisation? And have you tried contacting your Jira Admin / Site Admin (assuming this isn't yourself)?
This isn't a common issue I come across so might be something specific to your Cloud instance which can be reviewed via an Admin and fixed using a project reindex or similar.
If this is a common issue across your organisation though, you could try contacting https://support.atlassian.com/ also!

Hi @Ste Wright , I didn't contact Jira admin as it looks like a bug for me. But thanks, I'll try to solve this issue internally
I've tried to submit a bug to https://support.atlassian.com/, but following the wizard I was directed to this community instead

Your question might be answerable from within the Community or Atlassian's own Knowledge Base which is why they direct you here first.
If not, when you contact support (from the green button at the bottom of the main page), it'll direct you to a support form. It does offer to take you to the Community sometimes as you run through the form but it should also have a grey button also allowing you to continue with the request.
Ideally though, you're better to have your Jira Admin populate the support form if needed. This is because if support need answers about your instance's setup, they're best to have that discussion with Atlassian.

Hi @Ste Wright
Thanks for explanation. I'll take it into account for future.
My initial problem was solved by Jira site admins - they successfully added required field to my project. They explained that Jira was configured in a way that only Site admins have access to the list of fields and could change it.
The only question, I have, is if that is 1 of supported workflows \ configurations for Jira, why people with not enough rights see such error page instead of valid explanation with direction to go to Site admins to make any changes there?

It depends on your individual instance's configuration. There are options for Project Admins to manage certain aspects of their project - such as screens - if these screens are not shared amongst other projects / transition screens.
But if your team has chosen to centralise this administration, that's also fine too. Usually when you click into the screen though it just wouldn't let you edit it rather than throw this error - I'd advise your admin team look into the error if this is happening to multiple users.
