Unable to mention the any users using @

I have created a next gen project where i have the role of team lead in the project,

However i am unable to tag any body using @ in the comments or description section.

I have tried everything to sort this out but its not working,

My team members are able to tag me in comments but this feature is not available to me.

The main cause is a user not belonging to a group currently granted with 'Browse Users' permission.
